What counts as a Movable Tiny House in LA

The City's ADU ordinance (Ord. 186481, effective December 19, 2019) lists Movable Tiny Houses alongside ADUs and JADUs. To qualify, the home must (Ord. 186481):

  • Be licensed and registered with the DMV

  • Meet ANSI 119.5 or NFPA 1192 and be certified for compliance

  • Not be able to move under its own power

  • Be no larger than state law allows for highway travel

  • Be 150 to 430 sq ft, measured within the exterior faces of the walls

The City has been updating its ADU ordinance. A September 2026 version of the ordinance posted by City Planning still includes Movable Tiny Houses with the same 150–430 sq ft range (LA City Planning). Rules can change, and Zen's $500 site assessment checks what fits your lot.

A state note: HCD has said movable tiny homes generally don't meet the state ADU definition (HCD, 2025). In LA, the local ordinance is what allows them, so follow the City's current rules on placement, utilities and setbacks.

Foundation ADU

State ADU law applies: an 800 sq ft ADU with 4-ft side and rear setbacks can't be blocked, and there are no impact fees at 750 sq ft or less (HCD ADU Handbook).

Steps

  1. Confirm your lot is in the City of Los Angeles (not another city or unincorporated County).

  2. Look up hillside, fire and coastal overlays for your lot.

  3. Choose a certified THOW (150–430 sq ft) or a foundation ADU.

  4. Zen's $500 site assessment checks what fits your lot.

  5. Submit, pass inspections, and keep DMV registration current.
