ADU Basics
The County's ADU page says an ADU is generally an allowed use in inland areas. Its inland ADU ordinance took effect October 16, 2020.
Rule | Unincorporated Monterey County |
Inland areas | Generally allowed; design or tree rules may apply |
Coastal zone | Coastal Administrative Permit required |
New ADU side setback | 4 feet allowed |
New ADU height | Up to 16 feet allowed |
Short-term rentals | Not allowed |
Septic lots under 1.25 acres | Usually need an alternative septic system |
Free Pre-Designed Plans
The County offers three pre-designed ADU plans in two styles, Santa Lucia Modern and Ventana Ranch:
One bedroom: 515 sq ft
Two bedrooms: 749 sq ft
Three bedrooms: 1,200 sq ft (impact fees apply)
Each project still goes through the normal review. The plans use a slab foundation, and some sites need a soils report and a custom foundation.

Water and Septic Come First
Many rural lots here use wells and septic. When a site has a well, graywater or rainwater system, the building department sends the application to the County's Environmental Health Bureau. The County says most properties under 1.25 acres on septic need an alternative system with extra treatment to add an ADU. On the Monterey Peninsula, a water permit from the water management district may also apply.

Tiny Homes and the Coast
The County adopted a new coastal ADU ordinance, Ordinance No. 5432, in November 2025. It counts a tiny home as an ADU only if it meets the state's manufactured home definition, and it needs state Coastal Commission certification before it applies. In practice, a foundation ADU is the clearest path today.
Salinas, Monterey, Seaside, Marina and the other cities set their own ADU rules. Rules vary by property; our site assessment checks what fits your lot.

Frequently Asked Questions
Is an ADU allowed in unincorporated Monterey County?
Generally yes in inland areas, though design approval, tree removal or other factors may apply. In the coastal zone, an ADU needs a Coastal Administrative Permit.
Can a tiny home count as an ADU in Monterey County?
The County's newer coastal ADU ordinance counts a tiny home as an ADU only if it meets the state's manufactured home definition (Health and Safety Code 18007). That ordinance still needs state Coastal Commission certification.
Can I rent out a Monterey County ADU on Airbnb?
No. The County says ADUs can't be used as short-term rentals.
