San Luis Obispo Tiny Homes: City Wheels vs. County Foundations (2026)

San Luis Obispo is a great place to go tiny, but the rules change the moment you cross the city line. The City of San Luis Obispo allows a tiny home on wheels in some backyards. The unincorporated County wants tiny homes on a permanent foundation. Here's how each path works.

Checklist: what to check before you place a tiny home

City of San Luis Obispo: Tiny Homes on Wheels Allowed

The City allows a tiny home on wheels in the backyard of an owner-occupied single-family home, with a Director's Action approval (City of San Luis Obispo). The basics:

  • One tiny home per property, and the home must be owner-occupied.

  • Located toward the rear of the lot, without blocking required parking.

  • No larger than 400 square feet, not counting a loft.

  • ANSI certification and DMV registration. All Zen Tiny Homes are built to ANSI standards.

  • Better insulation than ANSI requires: R-13 walls and R-19 floor and ceiling, or fully filled stud, joist and rafter spaces.

  • A house-like look: siding and roofing like a traditional home, with mechanical equipment built in.

  • Wheels stay on, sitting on concrete, paving or compacted gravel.

  • Hooked up to water, sewer and electricity, with a building permit for the connections.

Approval lasts 3 to 5 years and can be renewed after an inspection. The City treats it as an accessory structure, not an ADU, so a lot can't have both a movable tiny house and a regular ADU. Take the wheels off and put it on a foundation, and it becomes a dwelling unit or ADU under the building code.

Unincorporated SLO County: Think Foundation

Outside city limits, in places like Cambria, Los Osos, Templeton and Nipomo, County rules apply. The County says movable tiny houses aren't allowed outside approved campgrounds or RV parks because they don't meet building codes (SLO County). But tiny houses built on a permanent foundation are allowed with County building permits.

That makes a foundation ADU the main path in the County. The County's ADU ordinance lets an ADU be rented separately for 30 days or more, but it can't be sold separately from the main home.

Which Path Fits You?

  • You live in the City and want flexibility: a tiny home on wheels can be a good fit, if you live on site.

  • You live in the County: plan on a foundation tiny home or ADU.

  • You want a long-term rental: look at a foundation ADU, since City tiny homes on wheels need renewals every few years.

Your Central Coast Checklist

  • Confirm whether your lot is in the City or the County.

  • Choose wheels (City only) or a foundation.

  • Measure your backyard and the delivery path from the street.

  • Plan water, sewer and power hookups.

  • Book a $500 site assessment to see what fits your lot.

How Zen Tiny Homes Helps

  • $500 site assessment: we check your spot, delivery access and utility hookups.

  • Plans: the Alpine (a flex plan in 20', 22' or 24', starting around $50K), the Mammoth (up to 30', starting around $75K), the Container (starting around $40K), or Custom. Every home is custom, so final pricing depends on your design.

  • Build and delivery: built off-site, then delivered and set up.

  • Reserve your spot: a $500 deposit holds your place on the build list.

Frequently Asked Questions

Can I put a tiny home on wheels in my San Luis Obispo backyard?

Inside the City of San Luis Obispo, yes, with a Director's Action approval on an owner-occupied single-family lot. It must be ANSI certified, DMV registered and no larger than 400 square feet, and the approval lasts up to five years with renewals.

What about Cambria, Los Osos or Nipomo?

Those are unincorporated communities, so County rules apply. The County doesn't allow movable tiny houses outside approved campgrounds or RV parks, but tiny houses on a permanent foundation are allowed with building permits.

Is a City tiny home on wheels an ADU?

No. The City treats it as an accessory structure, not an ADU, and a lot can't have both a movable tiny house and a regular ADU.

Can I rent out a County ADU?

The County's ADU ordinance allows an ADU to be rented separately for 30 days or more.
