Santa Barbara Tiny Homes: Standard vs. Special ADUs Explained (2026)

Santa Barbara homeowners have a clear path to a backyard tiny home: the City says a tiny home or manufactured home can be an ADU when it sits on an approved permanent foundation. The key is knowing whether your project is a Standard ADU or a Special ADU.

Checklist: what to check before you place a tiny home

Tiny Homes Can Be ADUs Here

The City of Santa Barbara's ADU Guide says a tiny home or manufactured home can be an ADU as long as it meets the architectural review criteria and building code and is fixed to an approved permanent foundation. An efficiency unit can be as small as 150 square feet.

Most of the time, an ADU is allowed on any legal lot with an existing or proposed home, as long as the zone allows residential uses.

Standard ADU vs. Special ADU

Special ADU (most tiny homes fit here)

  • Detached, up to 800 square feet and 16 feet tall.

  • Allowed in all fire hazard areas.

  • On a single-home lot: one detached Special ADU plus one junior ADU.

  • Open yard for the existing home can be reduced or eliminated to fit it.

Standard ADU

  • Detached, about 850 to 1,200 square feet depending on lot size and bedrooms.

  • Up to 30 feet and two stories if detached.

  • Only one per lot, and not allowed in the Very High Fire Hazard Severity Zone (Extreme Foothill/Foothill areas).

  • Interior setbacks can be reduced to 4 feet, with at least 5 feet between buildings.

For most backyard tiny homes, the Special ADU is the simpler fit: smaller, lower, and allowed in fire areas.

Design Review, the Santa Barbara Way

Santa Barbara cares about looks. ADUs that meet the City's administrative design review criteria, like no shiny or mirror-like roofing and siding, can be approved by staff without a hearing. If your design doesn't meet the criteria, you can apply to the design review body for a variation.

Coastal and County Notes

  • Coastal Zone: a Coastal Development Permit may be needed before the building permit.

  • Parking: no new parking is needed for most ADUs, except in the Coastal Zone or Very High Fire Hazard Severity Zone, and some exemptions apply.

  • Unincorporated Santa Barbara County (like Montecito, Isla Vista and Orcutt) has its own ADU rules, and lots on a well or septic need an environmental health sign-off.

Your Santa Barbara Checklist

  • Confirm you're in the City (or which County area you're in).

  • Check whether you're in a fire hazard area or the Coastal Zone.

  • Plan a permanent foundation and a house-like design.

  • Aim for a Special ADU: up to 800 square feet and 16 feet tall.

  • Book a $500 site assessment to see what fits your lot.

How Zen Tiny Homes Helps

  • $500 site assessment: we check your spot, delivery access and utility hookups.

Frequently Asked Questions

Can a tiny home be an ADU in Santa Barbara?

Yes, in the City of Santa Barbara, if it meets the architectural review criteria and building code and is fixed to an approved permanent foundation. An efficiency unit can be as small as 150 square feet.

Can I build an ADU in a Santa Barbara fire hazard area?

Standard ADUs aren't allowed in the Very High Fire Hazard Severity Zone (Extreme Foothill/Foothill areas), but Special ADUs are allowed in all fire hazard areas.

How big can a Special ADU be?

A detached Special ADU can be up to 800 square feet and 16 feet tall.

Do I need a public hearing?

Usually not. The City reviews ADUs that meet its zoning standards and design criteria ministerially, often with just a building permit. Coastal Zone projects may need a Coastal Development Permit first.
