Getting a Tiny Home in Los Angeles: City vs. County Steps (2026)

In Los Angeles, the first question isn't which tiny home to buy. It's which "LA" you live in. The City of Los Angeles and unincorporated LA County have different rules, and many neighborhoods with an LA mailing address are actually separate cities. Here's a simple step-by-step path.

Checklist: what to check before you place a tiny home

Step 1: Figure Out Which LA You're In

  • City of Los Angeles: City rules apply, including its Movable Tiny House rule.

  • Unincorporated LA County: areas outside any city, like Altadena, East Los Angeles or parts of the Santa Clarita Valley. County rules apply.

  • Another city (Pasadena, Long Beach, Santa Monica and many more): that city's own ADU rules apply.

Your property tax bill or a parcel lookup will show which one you're in.

Step 2: Pick Your Path

In the City of Los Angeles

The City's ADU ordinance (LAMC 12.22 A.33) allows ADUs, junior ADUs and Movable Tiny Houses (LADBS). A Movable Tiny House must:

  • Be licensed and registered with the DMV.

  • Meet ANSI 119.5 or NFPA 1192 and be certified for compliance. All Zen Tiny Homes are built to ANSI standards.

  • Not be able to move under its own power, and be no larger than state law allows for highway travel.

  • Be 150 to 430 square feet.

Prefer a foundation? The City also has an ADU Standard Plan Program with pre-approved plans.

In Unincorporated LA County

The County allows ADUs (with a full kitchen and bath) and junior ADUs up to 500 square feet (LA County Planning). County Building and Safety lists a 1,200 square foot maximum for an ADU, with a detached ADU at least 6 feet from the main house. We didn't find a movable tiny house option in the County's ADU rules, so plan on a foundation ADU here.

The County also offers a free catalog of pre-approved ADU plans, and plan checks for unincorporated areas can be filed online.

Step 3: Check Fire, Hillside and Coastal Areas

  • County ADU rules limit ADUs on lots that are in both a Very High Fire Hazard Severity Zone and a Hillside Management Area, unless the lot has two separate access routes that meet County standards.

  • Some Santa Monica Mountains areas don't allow new ADUs at all under County rules.

  • In the Coastal Zone, ADUs follow the local coastal program, which can add steps.

Rules vary by property. Zen's $500 site assessment checks what fits your lot.

Step 4: Plan Utilities and Delivery

Hillside streets, tight driveways and power lines can make delivery tricky in LA. Before you buy, map the path from the street to your backyard and plan how you'll connect water, sewer and power.

Step 5: Choose Your Home

  • Alpine: a flex plan in 20', 22' or 24', starting around $50K.

  • Mammoth: up to 30', starting around $75K.

  • Container: starting around $40K.

  • Custom: designed around your lot.

These are starting prices, not quotes. Every home is custom, so final pricing depends on your design.

Frequently Asked Questions

Can I put a tiny house on wheels in my backyard in Los Angeles?

In the City of Los Angeles, yes, as a Movable Tiny House that is DMV-registered, certified to ANSI 119.5 or NFPA 1192, and 150 to 430 square feet. We didn't find a movable tiny house option in unincorporated LA County's ADU rules, so plan on a foundation ADU there.

How big can a backyard ADU be in unincorporated LA County?

County Building and Safety lists a maximum of 1,200 square feet for an ADU, and a detached ADU must be at least 6 feet from the main house.

Does LA have pre-approved ADU plans?

Yes. The City runs an ADU Standard Plan Program, and the County offers a free catalog of pre-approved ADU plans for unincorporated areas.

How fast is an ADU permit decided?

Under California law, a complete ADU application must be approved or denied within 60 days when there's already a home on the lot.
