Ventura County mixes beach towns, farm valleys and foothill neighborhoods. This guide covers the County's own ADU rules for unincorporated areas like Oak View, Somis and Oak Park, where a small home on a foundation is the clearest path.

Quick facts on backyard ADUs in unincorporated Ventura County

The Foundation Rule

The County's temporary housing FAQ explains how it sorts small homes. A tiny home built on a vehicle chassis with wheels is treated as an RV. To be lived in permanently, a tiny home must be installed on a foundation and meet building codes, including a 220 square foot minimum.

That points to a foundation ADU. Not sure which is right for you? Read Tiny Home on Wheels vs. Foundation.

ADU Basics in Unincorporated Ventura County

The County's ADU page covers non-coastal areas. Its current rules took effect July 3, 2024, and the state confirmed they comply with state ADU law in January 2025.

Rule

Non-coastal unincorporated areas

Number of ADUs

Up to 2 on residential and mixed-use lots with a home

New detached ADU

Up to 850 sq ft with a building permit

Larger ADUs

Up to 1,800 sq ft (by lot size) with a Zoning Clearance

Side and rear setbacks

4 feet

Detached height

16 feet (18 feet in some cases)

Junior ADU

Up to 500 sq ft inside the home

Open space, agricultural exclusive and timberland zones allow one ADU, through a Zoning Clearance.

Two Permit Paths

  • Building permit only: for ADUs that meet the state's standard rules, like a detached ADU up to 850 sq ft.

  • Zoning Clearance first: for attached ADUs and larger detached ADUs. It's still a staff-level review, not a public hearing.

  • Rental form: every ADU application includes an estimated rental amount form, which the County reports to the state.

Free Plans and Solar

The County offers free standardized plans for detached one-, two- and three-bedroom ADUs. Its ADU guidebook also notes that new detached ADUs that aren't manufactured units need solar panels under the state Energy Code. A factory-built home from Zen can be designed around your lot from the start.

Coastal Areas and Cities

In the coastal zone, the County's updated ADU rules were approved in November 2025 and are waiting on state Coastal Commission certification. Until then, coastal ADUs are reviewed under older County standards plus state law, and junior ADUs aren't allowed there yet.

Ventura, Oxnard, Thousand Oaks, Simi Valley, Camarillo and the other cities set their own ADU rules. Rules vary by property; our site assessment checks what fits your lot.
