The Central Valley has bigger lots and lower land prices than the coast, which makes a backyard tiny home a strong fit. This guide covers the unincorporated parts of San Joaquin (Stockton), Stanislaus (Modesto) and Kern (Bakersfield) Counties.

Quick facts on backyard ADUs in San Joaquin, Stanislaus and Kern Counties

Wheels or a Foundation?

As a City of Sacramento staff report explains, state housing guidance says towable units on a chassis are usually RVs or park trailers. Unless a local rule allows more, they can only be lived in at permitted parks. That's why a foundation ADU is the clearest path in these counties. Compare the two in Tiny Home on Wheels vs. Foundation.

Free ADU Plans by County

County (main city)

Free or pre-approved plans

San Joaquin (Stockton)

350, 500, 750 and 1,200 sq ft, plus garage conversions

Stanislaus (Modesto)

405, 744 and 1,192 sq ft

Kern (Bakersfield)

About 490 to 1,200 sq ft, from local designers

San Joaquin County (Stockton Area)

San Joaquin County's ADU processing guide says its ADU plans are free. Along with the plan, a submittal includes a site plan, a hold harmless agreement, solar plans and Title 24 energy calculations. The County's design manual shows the layouts. Planning, Building, Public Works and Environmental Health all review the project.

Stanislaus County (Modesto Area)

Stanislaus County allows ADUs in its R-1, R-2, R-3, R-A, P-D (residential) and A-2 general agriculture zones. Its three free plan sets work in unincorporated areas and in Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock and Waterford. Solar plans are required for all new detached ADUs.

Kern County (Bakersfield Area)

Kern County lists pre-approved ADU plans from about 490 to 1,200 square feet. Generally, only one detached ADU is allowed per parcel. Even with a pre-approved plan, the County still reviews your site plan, a water will-serve letter or septic plans, so the permit may not be issued the same day.

Big Lots, Septic and Heat

  • Septic: many rural lots use a well and septic, so the system is reviewed before an ADU is approved.

  • Solar: plan for solar panels on a new detached ADU.

  • Heat: valley summers are hot, so shade, insulation and a good mini-split matter.

  • Cities: Stockton, Modesto, Bakersfield and other cities set their own ADU rules.

Frequently Asked Questions

Can I live in a tiny home on wheels in Stockton, Modesto or Bakersfield?

State housing guidance treats most tiny homes on wheels as RVs or park trailers, which are lived in at permitted parks unless a local rule allows more. We didn't find a wheels option on these three counties' ADU pages, so plan on a foundation ADU.

Are there free ADU plans in the Central Valley?

Yes. San Joaquin County and Stanislaus County offer free ADU plans, and Kern County lists pre-approved plans from local designers.

Can I use Stanislaus County's free ADU plans in Modesto?

Yes. The plans are offered for unincorporated Stanislaus County and partner cities including Modesto, Ceres, Turlock, Oakdale and Riverbank.
