Santa Cruz is one of the toughest housing markets in California, and lots of homeowners are adding a small home out back for family, a renter or themselves. This guide covers backyard ADUs inside the City of Santa Cruz. Our separate guide covers tiny homes on wheels in the unincorporated County.

Checklist: what to check before you place a tiny home

The Easiest Path: A Statewide Exemption ADU

The City of Santa Cruz says a one-story detached ADU under 800 square feet can be a "Statewide Exemption ADU." These only need to meet a short list of standards:

  • Up to 800 square feet.

  • At least 4 feet from side and rear property lines.

  • Up to 16 feet tall, or 18 feet near major transit (20 feet to match the main home's roof pitch).

  • On a lot with an existing or proposed home.

That's a great fit for a small backyard home. On a single-family lot you can have one of these, plus a conversion ADU, one larger ADU and, if the owner lives there, a junior ADU.

Bigger Backyard Homes

If your ADU doesn't fit the Statewide Exemption box, City standards apply:

  • Size: up to 10% of net lot area (max 1,200 square feet), or 850 square feet for a studio or one-bedroom and 1,000 for two or more.

  • At least 3 feet from interior side and rear lines, or 4 feet for parts over 16 feet tall.

  • Up to 22 feet tall to the roof peak.

  • At least 6 feet from other buildings on the lot.

Things Santa Cruz Homeowners Ask About

  • Manufactured homes: allowed as ADUs if they meet building and zoning codes. Any unit inspected and certified by HCD is eligible.

  • Parking: none needed outside the Coastal Zone. Near the coast, one space may be required.

  • Short-term rentals: single-family properties with ADUs can't join the City's short-term rental program.

  • Owner occupancy: not required for an ADU (only for junior ADUs).

  • Address: every ADU gets its own address.

  • Water and sewer: a new detached ADU almost always needs new connections and fees.

  • School fees: ADUs under 750 square feet fall below the school impact fee threshold.

Selling an ADU Separately

New in 2025, City ADUs can be mapped as condominiums and sold separately from the main home. You'll need a parcel or tentative map and your lender's written consent.

Your Santa Cruz Checklist

  • Confirm you're inside City limits (not Capitola, Scotts Valley or the County).

  • Aim for a Statewide Exemption ADU: one story, under 800 square feet, 4-foot setbacks.

  • Check whether you're in the Coastal Zone.

  • Budget for new water and sewer connections.

  • Book a $500 site assessment to see what fits your lot.

How Zen Tiny Homes Helps

  • $500 site assessment: we check your spot, delivery access and utility hookups.

  • Plans: the Alpine (a flex plan in 20', 22' or 24', starting around $50K), the Mammoth (up to 30', starting around $75K), the Container (starting around $40K), or Custom. Every home is custom, so final pricing depends on your design.

  • Build and delivery: built off-site, then delivered and set up.

  • Reserve your spot: a $500 deposit holds your place on the build list.
