Lots of San Diego homeowners are looking at their backyards in a new way. A tiny home can house family, earn rental income or become a home office. Here's what the City and County of San Diego allow today.

Checklist: what to check before you place a tiny home

Why San Diego Homeowners Are Going Tiny

  • Family housing: a private place close by for aging parents, grown kids or a caregiver.

  • Rental income: a long-term renter can help pay the mortgage.

  • A home office or studio: a quiet space to work, away from the main house.

Two Ways to Do It: Wheels or Foundation

  • Tiny home on wheels: built on a trailer, registered with the DMV, and parked on a paved pad. The City calls it a "movable tiny house."

  • Foundation ADU: a small home on a permanent foundation, permitted as an accessory dwelling unit (ADU).

City of San Diego: What's Allowed

The City allows movable tiny houses in many residential zones. The main rules from the San Diego Municipal Code:

  • 150 to 430 square feet, one story, DMV-registered, and not self-propelled. No separate address.

  • Behind or beside the main house, not in the front yard.

  • At least 5 feet from a neighbor's lot line, 10 feet from other buildings, and within 150 feet of the street.

  • Wheels stay on but hidden from view, resting on jacks on a paved surface.

  • Connected to water, sewer and electric. No natural gas.

  • Certified to the NFPA 1192 or ANSI A119.5 standard, with a label. All Zen Tiny Homes are built to ANSI standards.

  • Extra fire rules apply in Very High Fire Hazard Severity Zones.

Foundation ADUs in the City: a detached ADU can be 150 to 1,200 square feet. Side and rear setbacks are small (often none for ADUs 16 feet tall or less; 4 feet in high fire hazard zones). Most need no parking. ADUs can't be rented for less than 31 days in a row.

San Diego County (Unincorporated Areas)

In unincorporated areas like Ramona, Fallbrook or Lakeside, County rules apply. Since September 4, 2025, the County treats a qualifying tiny home on wheels as a dwelling that can be a main home or an ADU:

  • Under 430 square feet, one floor plus a sleeping loft up to 150 square feet, and no more than 16 feet tall.

  • Built to the ANSI A119.5 park model standard and certified by a third-party inspector, with a sticker before the permit is issued. All Zen Tiny Homes are built to ANSI standards.

  • Fire-safe outside: noncombustible walls, a Class A roof and dual-glazed windows.

  • At least 6 feet from other buildings, on a paved pad, DMV-registered, and connected to electric, water and sewer with building permits.

A detached foundation ADU in the County can be up to 1,200 square feet. Live in Carlsbad, Oceanside, Chula Vista or another city? Each has its own ADU rules, and our site assessment checks what fits your lot.

State Law Helps Homeowners

Under California law, ADU permits are decided by staff with no public hearing, and a complete application must be approved or denied within 60 days when there's already a home on the lot.
