Wheels or Foundation: Why It Matters
How your tiny home is built and placed changes how it's insured.
Home type | How it's usually treated |
Foundation ADU | As a permanent building on your property |
Tiny home on wheels | As a DMV-registered unit; ask how your insurer classifies it |
In an RV or tiny home park | Check what the park requires you to carry |
If you're adding a foundation ADU, start with the insurer that covers your main home. If you're going with wheels, ask early, before you buy, so there are no surprises. Not sure which to choose? Read Tiny Home on Wheels vs. Foundation.
If You Can't Find Coverage: The FAIR Plan
The California Department of Insurance says to shop the regular market first. If you're turned down, the California FAIR Plan is the insurer of last resort. Good to know:
It covers fire or lightning, internal explosion and smoke.
Extended coverage (wind, hail and more) and vandalism can be added for an extra premium.
It doesn't cover theft or liability.
The state suggests pairing it with a Differences in Conditions (DIC) policy to fill the gaps.
Wildfire Discounts
Under the state's Safer from Wildfires rules, insurers must offer discounts for qualifying wildfire safety steps, and they must share your property's wildfire risk score when you apply or renew. Simple steps on the list include clearing combustible material within 5 feet of the home and using ember-resistant vents.
Questions to Ask an Insurance Agent
How do you classify a tiny home on wheels vs. a foundation ADU?
Does my current homeowners policy cover a new backyard unit?
Is liability covered if I rent it out?
What wildfire discounts can I get?
A licensed insurance agent or broker can quote your exact home and location.

Frequently Asked Questions
Is a tiny home on wheels covered by homeowners insurance?
It depends on the policy. A tiny home on wheels is registered with the DMV, so it may need a different kind of policy than a home on a foundation. Ask your insurance agent how they classify it.
What does the California FAIR Plan cover?
Fire or lightning, internal explosion and smoke. Extended coverage and vandalism can be added for more. It doesn't cover theft or liability, so the state suggests a Differences in Conditions (DIC) policy to fill the gaps.
Can I get a discount for wildfire safety?
Yes. Under the state's Safer from Wildfires rules, insurers must offer discounts for qualifying wildfire safety steps, and the FAIR Plan offers them too.
