Designing a Tiny Home That Will Pass in California

Good tiny home design starts with the rules for the type of home you're building. Design to the rule first, then make it beautiful.

Fire safety (big in Southern California)

  • San Diego County THOWs: noncombustible exterior walls, fire-resistant roof; some require sprinklers (County PDS).

  • City of San Diego: sprinklers if the main house has them, and extra requirements in Very High Fire Hazard Severity Zones; no gas connections (SDMC §141.0318).

  • Santa Cruz County: sprinklers if the THOW is the primary unit; wildland-urban interface rules apply (Santa Cruz).

Looks matter (legally)

Some places require a THOW to look like a house:

  • Santa Cruz County: siding or roofing typical of houses, pitched roof, eaves, residential windows and trim, skirted wheels.

  • City of Fresno: "designed and built to look like a conventional building structure" (Fresno).

  • City of San Diego: undercarriage hidden; HVAC built in, not on the roof.

Design checklist

  1. Pick wheels or foundation (see our comparison guide).

  2. Confirm your local size, height and fire rules before drawing.

  3. Plan full-size utilities: water, sewer/septic, electric. Many THOW rules require hookups.

  4. If on wheels, design for certification (ANSI A119.5 / NFPA 1192) from day one.

  5. Plan the site: access path, pad or foundation, setbacks.

Frequently asked questions

How tall can a tiny home on wheels be in California?

To travel on the road it can be no taller than 14 ft (Vehicle Code §35250). Local placement rules may set their own limits.

How wide can a tiny home on wheels be without a permit?

102 inches (8 ft 6 in) under Vehicle Code §35100 (Caltrans). Wider loads need a transportation permit.

What's the largest tiny house on wheels allowed?

Park trailers top out at 400 sq ft. Some local rules go a little higher, such as up to 430 sq ft in the City of Los Angeles and 440 sq ft for a Fresno Backyard Cottage.

Do lofts count as a second story?

It depends on the rule. Qualifying lofts are excluded from park trailer square footage, and unincorporated San Diego County allows one floor plus a loft up to 150 sq ft (County PDS).
